The goals of the Asset Management Department are to provide high-quality, secure housing, and maintaining the property to preserve and increase the property value.

  • Completing Major Renovations of Severely Distressed Properties: designing and building major additions to houses and apartment complexes, as well as significant beautification initiatives to many of our properties; all while continuing to provide consistent and stable maintenance to all our residents.
  • Frequent Physical Inspections of all Properties : HOME INC, performs regular inspections on all our Properties, interior and exterior, to ensure that the property is being maintained and all of the building's systems are operating properly and safely.
  • Implementing Professional Reporting Standards to Funding Agencies and Property Owners : We provide specialized reports monthly, quarterly, and/or annually for all of the properties in our portfolio.
  • Implementing Comprehensive Screening Procedures for all applicants: We thoroughly screen all applicants for criminal records, rent payment history, lease compliance history, housekeeping, and credit payment history.
  • Stronger Enforcement of Leases and Local Housing Statutes: HOME INC, strongly enforces all provisions of our leases, ensuring that all residents make their rental payments in a timely manner and refrain from criminal activities.
  • Assisting Residents in Organizing Activities: HOME INC, assists and encourages all of its residents to organize and work together to create stronger and more productive neighborhoods and housing communities.

Blake Street Homes consists of twelve apartments located on Blake Street in New Haven's Westville district. The buildings are a combination of rehabilitated apartments and new buildings that were built to complement the existing neighborhood. Since 1993, Blake Street Homes has been owned and operated by HOME, Inc., with financing by the Enterprise Social Investment Corporation, a financing arm of The Enterprise Foundation.
Blake Street Homes accepts Section 8 and RAP Certificates or Vouchers for rental payments. A segment of the units were financed by the Connecticut Housing Finance Authority (CHFA), and in these units, CHFA establishes monthly rental fees based upon a percentage of your gross income and family size.

Completed in late 1997, Cedar Hill features 25 studio apartments, with a common lounge, laundry, and patio. Modern security and life safety features as well as on-site parking enhance the building's quality. Cedar Hill is owned and operated by HOME INC; Columbus House provides the on-site support staff.
About Supportive Housing
Supportive housing is an elaborate way of saying "home" for formerly homeless residents and others, including those with disabilities. A home is where people care about you, where you get support. That's what supportive housing is: permanent, truly affordable homes combined with "support" - caregivers who help residents get jobs, life skills, counseling, medical care - whatever is needed to help them keep their lives on track.
It works! A recent study (McKinney Report) found that more than 85% of supportive housing residents stay housed and remain good neighbors. Supportive housing providers find that, once basic needs are met, residents quickly set about finding permanent jobs.

Cedar Hill Apartments was developed under the Corporation for Supportive Housing's Connecticut Supportive Housing Demonstration program. Financing was provided by the Connecticut Housing Financing Authority, the Connecticut Department of Economic and Community Development, the National Equity Fund, and the Federal Home Loan Bank of Boston's Affordable Housing Program through Hudson United Bank.

Located near the Weslyan University campus, the units consist of rehabilitated homes and apartment buildings that are provided to residents at a fraction of the market rate for the area. Equity In Housing of Middletown, Inc., also provides an investment plan for residents who remain in good standings with the cooperative.

Fountain Heights is an elderly independent-living development consisting of 40 one-bedroom apartments in a four-story building at 345 Fountain Street in New Haven's Westville neighborhood. The new building (built in 2000) has many public area facilities for residents and their guests to use (community rooms, exercise equipment, outdoor benches, etc.), as well as large, one-bedroom apartments that come fully equipped.

Even though Fountain Heights is an independent living facility, HOME INC provides an array of resident services including exercise classes, field trips, English classes, transportation services, bingo, arts and crafts, concerts, and more. There is a Resident Association that allows residents to become involved in their apartment community.

Seabury Co-op is an 87-unit building in downtown New Haven on the corner of Howe Street and Elm Street. Seabury Co-op is within easy walking distance of Downtown New Haven's department stores, restaurants, theaters, and variety stores. Seabury is also close to both Saint Raphael's Hospital, Yale/New Haven Hospital, churches of all faiths, and all major bus lines.

Seabury Co-op consists of Studios, One Bedrooms, and Two Bedrooms. The Scattered Site Housing Program was started in the early 1990's as a plan to build or renovate 183 houses and apartments as part of the Housing Authority of the City of New Haven's Elm Haven Replacement Plan. The Program consists of three, four, and five bedroom apartments, condominiums, and one and two family homes all located in areas of New Haven where concentrations of housing and poverty are less concentrated. These units are available as part of the Housing Authority of the City of New Haven's Public Housing program, and are available solely to current residents of New Haven's Public Housing Program.

Residents of Scattered Site Housing pay rent based on 30% of their gross income, with deductions made for dependents, child care, medical expenses (for seniors and disabled), and utility costs (if applicable). Residents are required to care for their properties, including all yard-work and snow removal, and are responsible for any damage done to their units.Applicants for the program are required to pass a thorough screening process.

Despite the early controversy that surrounded the program, almost all of the hostility towards the program has been eliminated. Many of the families have become productive members of the community, working diligently towards helping their neighborhoods whenever possible. These residents work with local leadership in civic and religious organizations to work to improve their neighborhoods and the city as a whole.

Units in the Scattered Site Housing Program are located in Westville, East Shore (Morris Cove), Fair Haven Annex, Fair Haven Heights, and in several other locations throughout New Haven.
